Processes that are taking place at the beginning of the 21st century make the creation of a new social contract absolutely essential, from the viewpoint of higher education. The Magna Charta Universitatum issued in 1988 by the rectors of the European universities and the World Declaration on Higher Education for the Twenty-first Century (UNESCO 1998) already recognized this fact. Tendencies well known and foreseeable at the end of the 20th century continued in a surprisingly accelerated form. The present European higher education reform is one of the possible ways to the creation of such a new social contract. In 2008 it became clear that the economic and financial crisis leads to a whole new situation. The future of universities could finally be interpreted and handled according to global interconnections. Practicing academic moral solidarity can help the world of universities survive the crisis without major damage. At the same time the social responsibility of universities includes assisting the world to get past the global economic crisis.

Abstract  

The h-index has captured the imagination of scientometricians and bibliometricians to such an extent that one can now divide the history of the subject virtually into a pre-Hirsch and a post-Hirsch period. Beyond its academic value, it is now used as a tool for research assessment of individuals, research faculties and institutions and even for comparing performance of journals and countries. Since its introduction, many Hirsch-type variants have been proposed to overcome perceived limitations of the original index. In this paper, using ideas from mathematical modeling, another mock h-index is proposed which may complement the h-index and give it better resolving power.

Absztrakt:

Az európai felsőoktatási térség létrehozása az integrációs folyamat döntő jelentőségű eleme, amiben kezdettől fogva megjelent két vonulat. Az egyik az Európai Bizottság, amely a politikai, gazdasági, szabályozási vonulatot képviseli, kezdeményezi és finanszírozza a döntő fontosságú lépéseket. A másik a felsőoktatási intézmények világa, és annak letéteményese az Európai Egyetemi Szövetség, az akadémiai értékek és az európai hagyományok őrzője. A tanulmány e két erőközpont összjátékát mutatja be, a térség egészére és ebben a magyar felsőoktatásra vonatkozóan. Időben követi a Bologna-reform megvalósításának lépéseit, és felhívja a figyelmet annak ellentmondásos vonatkozásaira (az európai, a nemzeti és az intézményi szint összehangolásának nehézségeire, a konvergencia és a széttartás együttes megjelenésére, az állam vagy piac dilemmára).
